For stock put water, mutton, ginger, garlic, saunf,whole coriander, zeera, cinnamon stick, black and green cardomons, cloves, salt, onions, star anise, black pepper in a pan.
Cover and cook till mutton is tender (it will take approximately 1 hour).
Separate the chops and strain the stock and keep aside.
For rice, in another pan put oil, fry onions till golden brown.
Add in ginger/garlic paste along with green chillies paste and stir fry with tomatoes, salt & red chilli powder with 1/4 cup water. When softened add in mutton chops and stir fry for a minute.
Now add stock (6 glasses) and when boil occurs add in rice and garam masala. Check its salt and cover and cook till stock evaporates.
Put on dum for 15 minutes. Dish out & enjoy with raita.
